      <image:caption>For the fourth quarter of 2025, Immitracker observed a total of 60 applicants for the Citizenship program that received their Oath Letter. The average wait time was found to be 206 days or 6.9 months, starting from the submission date to the day they received their Oath letter. This average is slightly higher than last quarter’s average processing time of 182 days. Moving onto individual case insights, we reported the longest cases being 821 days from an Iranian national, followed by two applicants from Belgium with both having wait times of 378 days. As for the shortest recorded cases of this timeline, we have two applicants from India at 119 days and 148 days, followed by a Pakistani national with a wait time of 149 days. Compared to IRCC’s official estimate of 14 months, our observed processing times are nearly half as long!</image:caption>

      <image:caption>For the Spousal Sponsorship Program, Immitracker accounted for a total of 48 applicants, of which 35 were Outland and 13 were Inland. When taking a deep dive into Outland sponsorships, we observed that the longest were the following three cases: 429 days from a Somalian national, 294 days from Morocco and 261 days from Pakistan. As for shortest cases, we counted an applicant from India at just 90 days! Followed by another relatively short case from Serbia at 93 days and lastly, another Indian national at 112 days. Interestingly, all of the shortest cases this quarter were still nearly a month longer than the shortest cases recorded last quarter.</image:caption>

      <image:caption>During Q4, we only observed a total of 9 cases that received their PPR through the EE PNP. Processing times showed an average of 186 days or 6.2 months to receive approval. This program demonstrates a higher variability between cases in processing times. The three longest individual cases were all much higher than the recorded averages. The longest case being 541 days or nearly two years from a Ukrainian national, followed by an Indian national at 383 days, and an applicant from Vietnam at 209 days. The three shortest wait times observed were 61 days from India, 74 days from the Philippines, followed by an applicant from China with a wait time of 88 days. The IRCC’s official estimates show an average processing time of seven months - this aligns with the average we observed as well.</image:caption>

      <image:caption>Moving on to FSW applicants, we observed a total of 12 cases that received their PPR. Wait times averaged around 203 days or 6.8 months. This is similar to last quarter’s average of 203 days since again, coincidentally, there is an outlier impacting the average. This individual is an applicant from India who had a processing time of 1,684 days! This is slightly over four and a half years, making it the longest individual case we’ve seen over 2025. When taking a closer look at the four longest cases, the outlier from India is followed by a huge gap: a Chinese national with a wait time of 101 days. Continuing, the next two cases are from Egypt and the Dominican Republic, both with wait times of 99 days. Now, looking at the shortest recorded cases in this program, we observed an applicant from China with a wait time of 46 days, followed closely by a national from The Dominican Republic at 47 days. Lastly, the third shortest case was from a Turkish national with a similar wait time of 49 days. A key observation for this program this quarter is the extremely wide variation in processing times across cases, seeing as the longest case is over four years while the shortest is a month and a half.</image:caption>

      <image:caption>A total of 33 applicants for the Canadian Experience Class (CEC) program received their PPR, averaging about 145 days or 4.8 months in processing times. This is a slight decrease compared to processing times in the third quarter (153 days). When taking a look into some of the longest cases of this program, we found one extremely long case, almost another outlier, of an applicant from China who stated a processing time of 870 days (over two years)! This was followed by a rather large gap with another Chinese national who reported a wait time of 557 days. Lastly, we recorded a case of an Iranian national at 414 days. Meanwhile, the shortest cases were all a little less than two months. Starting with the shortest case of this program, 60 days from Ecuador, 64 days from Japan and 65 days from China.  Immitracker’s average of under 5 months is much shorter compared to IRCC’s estimate for this program at 7 months.</image:caption>

For further insights, the three shortest cases of this quarter are 115 days from Vietnam, 118 days from Iran, and 123 days from India. Lastly, the two more of the longest cases include Indian nationals with processing times of 287 and 225 days. In comparison to the official estimations from IRCC, our observed times are much shorter than their average of 13 months.</image:caption>

Inland processing times averaged 409 days or 13.6 months while Outland wait times displayed an average of 150 days or 10.6 months. Combined however, the average came out to 179 days, or 6 months. When taking a look at the longest and shortest individual case for outland sponsorships, we observed the three longest cases coming from India, Pakistan and USA at 536, 291, and 289 days respectively. The shortest cases included two Indian nationals at 57 and 82 days.</image:caption>

Processing times showed an average of 208 days or 6.9 months to receive approval. This statistic is a significant decrease from last quarter's average of 218 days. The three longest individual cases were all much higher than the recorded averages. The longest case being 547 days or nearly two years of an Iranian national, followed by an Indian national at 465 days, and lastly another Iranian case at 457 days. The three shortest wait times observed were from two Indian applicants with 62 and 73 days respectively followed by an Irish national with a wait time of 87 days. The IRCC’s official estimates declare an average processing time of seven months which do not align with the discrepancies found this quarter.</image:caption>

      <image:caption>Moving on to Federal Skilled Worker (FSW) applicants, we observed a total of 11 cases during the third quarter that received their PPR. This number sets a record low for the site, exceeding the previous low of 16 cases in the first quarter. Wait times averaged around 203 days or 6.8 months. This count is an unusual deviation from last quarter’s average; it’s nearly double the amount (106 days). The outlier that impacted this average was from China which took 1,021 days to process! This is nearly three years, making it the longest individual case. When taking a closer look at the four longest cases, the outlier from China is followed by Senegal with a wait time of 220 days, India with a wait time of 168 days and another individual from China at 160 days. The shortest cases for FSW applicants include two Indian nationals with wait times of 28 and 62 days respectively followed by a French national with 97 days in processing time. Although the average wait time seems long, it falls close in line with IRCC’s estimated processing time of seven months.</image:caption>

A glance at the shortest cases shows much shorter wait times of 41, 48, and 49 days from India, the Dominican Republic and the United States respectively. Immitracker’s average is still a bit faster than the IRCC’s estimate which was six months for the Experience Class Program.</image:caption>

      <image:caption>For Citizenship applicants, we analyzed 45 cases that received their Oath Letter (this is the official IRCC invitation to attend the citizenship ceremony). In Q2 2025, it took applicants an average of 164 days / 5.5 months to receive final approval. This marks a modest increase from Q1’s average of 140 days / 4.7 months but still remains well below the IRCC’s official estimate of 8 months. The shortest case we recorded in Q2 was completed in just 88 days (from a Chinese national). On the other end of the spectrum, the longest case took 744 days (from an Indian national). Overall, while the average timelines increased slightly from Q1, we can still see that citizenship application processing remains faster than expected and a large portion of cases are still being finalized in under 6 months.</image:caption>

      <image:caption>To reflect user feedback and platform trends, we’ve separated Q2 Spousal Sponsorship results into Inland and Outland streams. A total of 48 Outland and 5 Inland filtered cases were analyzed from Immitracker data. Out of the 48 Outland cases analyzed, the average time from submission to PPR was 128 days / 4.3 months which shows a slight improvement from Q1’s 149-day average. The fastest approvals were again seen from Indian nationals with two cases completed in just 50 and 55 days, followed closely by cases from Sri Lanka (62 days) and Algeria (67 days). The longest Outland case in Q2 took 489 days and was also from an Indian national with the other longer waits coming from Nigerian (290 days) and UK (257 days) nationals. Among the 5 Inland cases reviewed, the average processing time was significantly higher at 340 days / 11.3 months. The fastest approvals were from China (306 days) and India (325 days), while the longest reached 391 days.</image:caption>

      <image:caption>For Provincial Nominee Program (PNP) applicants through Express Entry, we analyzed 20 cases that received their Passport Request (PPR) during Q2 2025. On average, it took 218 days / 7.3 months from submission to final approval. This represents a notable increase from Q1 where the average was just 124 days / 4.1 months signaling a slowdown in PNP processing this quarter. While the IRCC's official estimate for PNP processing times remains at 8 months, Q2’s average can be seen approaching that mark.  The longest delays in Q2 were seen in cases from Iran (629 days), Ukraine (349 days) and India (292 days) all well beyond the average and indicative of increased processing delays. However, some PNP cases still moved swiftly including one from India processed in just 55 days. This shift contrasts with Q1 where a higher number of PNP applications were finalized in under 2 months. Still, most cases remain within the IRCC’s official timeline!</image:caption>

      <image:caption>For Federal Skilled Worker (FSW) applicants, we analyzed 21 cases that received their Passport Request (PPR) during Q2 2025. On average, it took 106 days / 3.6 months to receive final approval which is quiet an improvement from Q1 where the average was 130 days / 4.3 months. This further widens the gap between actual processing times being experienced by applicants and the IRCC’s official estimate of 7 months (confirming that FSW cases continue to be handled more efficiently in 2025). From our recorded cases we can see most cases in Q2 were finalized well under the 4-month mark. The shortest case came from Ghana which took around just 52 days and the longest case this quarter came from India taking well over a year - 513 days. Despite the smaller pool of new cases, the FSW program remains one of the faster-moving Express Entry streams in terms of average processing times even as the IRCC appears to continue to prioritize the CEC stream. The low volume may also be contributing to faster results for those who do apply under this category.</image:caption>

      <image:caption>For Canadian Experience Class (CEC) applicants, we analyzed 41 cases that received their Passport Request (PPR) in Q2 2025. On average, it took 153 days / 5.1 months from submission to PPR. This marks a slight increase compared to Q1 where the average was 141 days / 4.7 months. This is right on par of IRCC’s official processing time estimate of 5 months (perhaps the only program to be matching so precisely). The range of processing times remains wide with several cases completing in just under 70 days including applicants from India (53 days), Spain (65), Vietnam (68), and China (71). However, the longest case in Q2 came from Russia at 734 days which is almost two years (an entire 1.5 years over the IRCC processing time promise). As in Q1, CEC remains the most active Express Entry stream in terms of case volume. While fewer cases were logged for FSW and PNP in Q2, the steady influx of CEC applications suggests that IRCC continues to prioritize transitioning temporary residents into permanent residents. In summary, CEC continues to show strong overall performance and relatively fast processing times.</image:caption>

      <image:caption>Provincial Nominee Program (PNP) draws under the Express Entry system followed a consistent yet competitive trend. The Comprehensive Ranking System (CRS) cut-off scores remained notably high throughout January and May 2025 which reflects a more selective approach. January began with a CRS cut-off of 793 which increased slightly in early February to 802— the highest score recorded during the first 5 months of 2025. Although there was a temporary dip in early March to 667, the scores quickly climbed back up to 736 by mid-March and reached 764 in mid-April. By May, the scores eased slightly to 706 but still remained elevated compared to earlier months in previous years (Source: IRCC Express Entry Rounds of Invitations). In terms of the number of invitations issued, the trend was relatively stable. For the first 5 months of 2025 we observed that the draw sizes ranged from about 421 to 825 invitations with no extremely large invitation rounds like those seen in mid-2024. The largest draw during this five-month span occurred on April 14 with 825 invitations issued.</image:caption>

      <image:caption>However, in 2024 the Provincial Nominee Program (PNP) draw trends showed a more generous and accessible pattern compared to 2025. Between May and December, CRS cut-off scores were generally lower (ranging between 663 and 739) which allowed more candidates with lower PNP scores to receive invitations.  Draw sizes in 2024 were also significantly larger with some rounds, such as the one on May 30 where nearly 3,000 invitations were issued. This period reflected a more open intake strategy which was likely aimed at meeting higher immigration targets. Towards the end of 2024, we can see CRS scores began to rise again, setting the stage for a more competitive environment in early 2025.</image:caption>

The biggest change we noticed for FSW is that the number of cases being logged on the platform began steadily decreasing since mid-2024. In fact, for this time period, we observed the lowest amount of new FSW cases being logged on the platform since we started doing this report in summer 2023. While the vast majority of FSW applications are being processed faster than the government's estimate (4 months vs. 6 months), the longest case we observed was for a Russia national that took 630 days / over a year and a half to process.</image:caption>

We see only a very slight increase from the average processing times of 121 days / 4 months recorded in late 2024. It’s important to note that some applicants have experienced delays of up to two years. The cases that took the longest to process included the following three: 765 days for a Sri Lanka national, 748 days for a Chinese national and 566 days for an Iranian national. Additionally, in stark contrast to the FSW program, we noticed that a much larger amount of cases was logged on the platform for the CEC program. There is a significant increase in new case numbers compared to what we were observing in early 2024. This trend seems to reaffirm the government’s commitment to transitioning more temporary residents in Canada to PR.</image:caption>

We have seen it on average take 3.5-5 months which is much quicker than what it used to be (minimum 6 months and longer). It looks like the IRCC has begun to prioritize citizenship application processing times this year.</image:caption>

Compared to the beginning of the year, PNP processing times have significantly slowed down. They used to take 3-4 months before. We’re now seeing less cases complete on the trackers every month and they’re taking much longer to process. There was one outlier case that came up: it took 902 days to process! If this case is factored into the processing time averages, they go up from 6.5 months to 8.8 months for PNPs in the month of May - a massive shift from the trends we were seeing just two months earlier.</image:caption>

CEC is no longer the slowest moving Express Entry program! Processing times dropped down to under 5 months and we have been seeing many cases complete opposed to the beginning of the year when there was very little movement. It looks like all three Express Entry programs had outlier cases come up in May. For CEC, the longest case took 575 days to process. Both for the CEC and PNP outlier cases that took significantly longer to process, the nationality of the applicant was Chinese. We are looking into further data to investigate this correlation between application processing times and nationality.</image:caption>

We also noticed that the DOHA processing time estimates increased from 12 months in January to 15 months in February and March. An interesting observation from the Immitracker team - the government processing times for citizenship have been at 14 months for a few months now. During the ceremony, the applicant formally becomes an Australian citizen. The Australian government presents two separate processing timelines for citizenship: pre-application decision and post-approval (waiting on the citizenship ceremony to be scheduled). The government claims that 90% of the applications should be processed within 13 months (from the date the application was submitted to the time the ceremony is held).</image:caption>

The government claims that 90% of the applications should be processed within 13 months (from the date the application was submitted to the time the ceremony is held).</image:caption>

Compared to the previous month, the average citizenship application processing times in November increased by almost 20 days on Immitracker while on the official government site, the processing times increased from 5 months to 16!</image:caption>

On the IRCC website, the FSW processing times went down from 6 months to 5 months; on Immitracker, we observed that the average processing time was closer to 6.2 months in November. The 6.2 months is including the outlier cases of 1033 days and the average processing time was 4.7 months without including the outlier case (the second longest case was 385 days). Again, we’re noticing how big of an impact the longer, outlier cases have on the processing time estimates. This is the second month in a row we found a FSW program outlier case on Immitracker that took over 1000 days to process.</image:caption>

What’s interesting this month is that the longest case took 1426 days to process! This case is an outlier that can be viewed on Immitracker - the user who logged it commented that he had submitted it back in 2019 and used a writ of mandamus to accelerate his case processing in 2023. With the outlier case, the average processing time for FSW was 193 days this month. Without it, the average was 139 days. Which goes to show how big of an impact the longer, outlier cases have on the processing time estimates.</image:caption>
